User cloud docs

Mockup of cloud and title docs.

This one might need heavy revisions, the other systems I've at least used before, but these two I haven't used EOS for at all.

If you think it's something that will need heavy revision, I'm open to talking it over in voice chat.

If possible, I'd also like to know more about how you want the documentation related to Title File uploading on Epic Games Dev Portal to look, like screenshots or some other method?
